Whaaaa?! The FEMA threshold is 50% for a tax payer paid demolition. This is NOT anywhere near 50% and the whole neighborhood is remediating. To lose this would be stupid. It’s lazy. It must be re-assessed and I will file a request for public information on the file to see the inspection at the city level where something obviously went awry.

We have been taking photos of houses from the FEMA list in Mid- City this week and the best thing Mid-City could do is to take a pro-active approach to contacting the owners of the homes and finding out what the train of their thought is regarding their house. Often, owners don’t feel like they have the energy to investigate options. Some are waiting for Road Home awards and are giving up. We are alerting FEMA to review demolitions in cases where the FEMA criteria for damage on the city’s damage wizard is less than the required 50%.

Today, Bart Everson actually got a positive response from FEMA regarding his public comment online. This is a watershed breakthrough! We have never had a response to the public comment online until now.

Here is what the State Historic Preservation Officer reported to Bart:

“We appreciate your comments regarding suggested alternatives to
demolition of 3319-21 Iberville Street, New Orleans, LA 70119. You will be pleased to learn that FEMA has removed this property from our demolition list, and it is therefore no longer part of our
undertaking.
We still encourage you to contact the property owner to either purchase the property or to advocate for the property’s renovation, as the building is considered eligible for the National Register of Historic Places as a contributing resource to an historic district. Your suggestion of the Historic Building Grant
Program as a source of funding can be pursued by the property owner if the program’s application deadline has not yet passed.”

The homes in MidCity will come up for review in the HCDRC (Housing Conservation District Review Committee) meetings which are every two weeks on Monday.

It would also be good to have Mid City representatives take turns at showing up in the cases you want to argue. Options are approval, deferrals, and denials. Denials can be appealed to the city council within 10 days. We post the agendas for the HCDRC meetings as soon as we get them.

The house was owned by a landlord before the storm, he sold it. It sold for $35k to a woman who plans to tear it down. The problem with the FEMA process is that if it is in a neighborhood not covered by the Historic District Landmarks Commission or the Housing Conservation Review Committee, then no review of the owner’s plans are on the table in the approval process. We have to check this link to see Damage Assessment Wizard if this meets the FEMA criteria for 50% or more damage. If it seems to be a bad city assessment, we are doing a public request for information to see the inspector’s reports. The search for this property reveals this information:

There is NO public hearing on these aside from the public comment period in the link below. We have submitted public comment to these properties but received no response. If you want a phone call or petition, let us know. Here is the profile of the current owner from the assessor’s database. She also owns the property at 1501 Baronne. She has two different current addresses, one on West End and one in GA. The majority of the damage on this, and the other structure she owns, is due to neglect, not from Katrina.

An Algiers Point double. The rear add-on caught fire at one point and the floor and roof are partially collapsed at the very back. While I was taking pictures a guy came out of an apartment next door and told me that was his dog barking at me, and that his boss owns all the properties on that block. He says the place is falling apart inside, but didn’t seem inclined to let me in to take pictures, once he found out that I wasn’t the demolition guy taking pictures for the job.

The rest of this side of the street has a nondescript brick two-story apartment building, and an empty lot. Directly around the corner on Opelousas Avenue is the old Abalon Theatre in the very heart of Algiers Point.

340 S.Clark Mid City redux

Mark Folse from The Wet Bank Guide sent me a photo of a house on the FEMA list.

It seemed from the photo that the house was in pretty good shape. I have been back three times because I could not believe that this house was in need of demolition.

Regarding these buildings proposed for demolition that FEMA, in consultation with SHPO, has found eligible for the National Register, FEMA is requesting the aid of the public in identifying alternatives to demolition. Any member of the public who has specific practical information on feasible alternatives to demolition for any of these buildings is encouraged to respond. Alternative proposals should include a source of funding for stabilization and/or repairs and the timeframe required to accomplish these actions.

As it says on their website you can make comment.
