FEMA 106 List Aug. 10th, 2007
I could not find any indication of the address of this building, except by the address across the street.
Some of the houses on the FEMA 106 also seem to have the pink, Imminent Threat Notices posted to them. This had one of those. Another clue that this could, in fact, be 2205.

This is in the HCDRC’s jurisdiction, it should appear on the agenda in coming weeks.

Joseph Tolliver, owner, represented by the Housing Unit Demolition Task Force. Right now, we are in the vortex of the demolition process we could see coming 6 months ago.
It could be an Imminent Danger declaration at the City level that brings this to the agenda or a FEMA demolition. Because of the timing, I think it’s a FEMA list, voluntary application, for a taxpayer sponsored demolition. In the minds of the owners, these are FREE demolitions. There is no free demolition. The taxpayers pay or a lien is put on the remaining vacant lot.
Even though this building has been altered in design from it’s original contributing status as an architecturally important structure, at one point it was contributing. Regardless of the provenance of demolition, there will be a lingering and unrecompensable cost to our city’s architectural heritage that is lost forever. The Imminent Danger properties listed by the city as part of their code enforcement program are just now going coming to the point where they will actually be demolished.
Nevertheless, this demolition is not due to Katrina. It’s due to neglect. It’s a lack of responsibility on the part of the owners to maintain or sell the property, and also many years of complete lack of real code enforcement in New Orleans.

Owner RenalSouth LLC has applied to demolish this bracketed double shotgun to be replaced with a parking lot for existing dialysis clinic (current parking is not adequate to meet zoning requirements, according to application). There was trash along the fence of their current parking lots which were almost empty on the afternoon we took the photos. The need for this parking lot should be justified prior to any approval. The house is in very good shape in general.

Owner Trinh Xuan has applied to demolish this raised basement and the adjacent commercial structure to be replaced with a new commercial structure of no specific design. At a previous meeting regarding these properties, the owner had a vague notion of maybe putting a Rally’s on this site. No formal agreement with Rally’s was presented.

This is a Private Demo I am posting to round out our library. We noticed the telltale spraypaint markings a week ago and today we got the early morning call of it’s demise. The photos on Flickr narrate the facts gathered at the scene. The owners of the building next door have acquired the lot and will expand their building. The building behind the Dunkin Donuts will also be demolished but it must first be cut away from it’s parent building, a much older structure. It’s certainly in a high-profile area of the Lower Garden District.

FEMA Section 106
Public Notice Regarding Historic Review of Privately-Owned Residential Buildings Proposed for Demolition in Orleans Parish, Louisiana - Non-Collapsed Buildings Seeking Comment.
Public Comment

Click to see the rest of the set of photos. And the trash pile in back.
We have been taking photos of houses from the FEMA list in Mid- City this week and the best thing Mid-City could do is to take a pro-active approach to contacting the owners of the homes and finding out what the train of their thought is regarding their house. Often, owners don’t feel like they have the energy to investigate options. Some are waiting for Road Home awards and are giving up. We are alerting FEMA to review demolitions in cases where the FEMA criteria for damage on the city’s damage wizard is less than the required 50%.
Today, Bart Everson actually got a positive response from FEMA regarding his public comment online. This is a watershed breakthrough! We have never had a response to the public comment online until now.
Here is the photo of 3319-20 Iberville St.
Here is what the State Historic Preservation Officer reported to Bart:
“We appreciate your comments regarding suggested alternatives to
demolition of 3319-21 Iberville Street, New Orleans, LA 70119. You will be pleased to learn that FEMA has removed this property from our demolition list, and it is therefore no longer part of our
undertaking. We still encourage you to contact the property owner to either purchase the property or to advocate for the propertyâs renovation, as the building is considered eligible for the National Register of Historic Places as a contributing resource to an historic district. Your suggestion of the Historic Building Grant
Program as a source of funding can be pursued by the property owner if the programâs application deadline has not yet passed.”
The homes in MidCity will come up for review in the HCDRC (Housing Conservation District Review Committee) meetings which are every two weeks on Monday.
It would also be good to have Mid City representatives take turns at showing up in the cases you want to argue. Options are approval, deferrals, and denials. Denials can be appealed to the city council within 10 days. We post the agendas for the HCDRC meetings as soon as we get them.
These are the principles to be considered when evaluating property for demolition at HCDRC: Please review if you feel there is a property in question. HCDRC Principles
I am very encouraged by this response today, I will be posting some Mid City properties on SH this weekend.

This bar, the Red Room at Esplanade and Claiborne, is becoming a nuisance for the police/residents lately. They need their liquor license yanked. This doesn’t have anything to do with the HDLC’s citation. I’m just sayin . . . Click here for more photos.

FEMA Section 106
Public Notice Regarding Historic Review of Privately-Owned Residential Buildings Proposed for Demolition in Orleans Parish, Louisiana - Non-Collapsed Buildings Seeking Comment
RESULT: Denied for lack of any real development plans. Notably, in the case of Central City’s HDLC spotty coverage , the building would lose HDLC jurisdiction once demolished.
Commissioner Cole introduced motion to deny.

The Housing Unit Demolition Task Force (HUTF) will undoubtedly be handling the demolition application of this property on behalf of the owner, Janee Patin. This demolition request is in process along with one her property adjacent at 1505-07. which she also can’t handle. As a reward for doing nothing for years, taxpayers will tear it down for free.
There is NO public hearing on these properties aside from the public comment period in the link below. We have submitted public comment to these properties but received no response. Weâll collect comments and deliver them to FEMA.
Here is the profile of the current owner from the assessorâs database. This is the same owner for the property next to it at 1505-07 Baronne. The majority of the damage on this structure is due to neglect, not from Katrina.
Thanks for the dead cat, Miss Janee.
