Nagin’s testimony at the Field Hearing on the Future of U.S. Department of Veterans Affairs Health Care in South Louisiana (9 July 2007) can be found online through the House Committee on Veterans Affairs and contains the following mayoral quote: “The city and its partners have the financial means to expeditiously acquire the necessary land, which will be done with the support of a cooperative endeavor agreement (CEA) with the State of Louisiana. This CEA engages the state to use quick-take authority for public benefit for all of the land required for the VA site, something it is in the process of doing for the adjacent LSU location.”
223 S. Tonti is on a key lot in square 554, within the proposed VA footprint, in a block whose residential development significantly predates 1880. The house’s narrow 2-bay front and plain lines could be indicative of a mid-19th century construction date and would be consistent with the actual age of many of the homes which, like this one, still stand below Broad Street in the Mid-City National Historic District.
1808-1810 Cleveland is another city-requested demo - this time within LSU’s portion of the proposed footprint. The home is an early double residence. It stands in Square 437, in a block where architects Persac and Giraud owned property and are known to have resided.
2732-34 Banks’ is located on the periphery of the proposed LSU/VA footprint, on the opposite side of the block in which the NCDC last month approved the demolition of 2761-63 Tulane and 2765-67 Tulane. Already approved for demolition, 2761-2763 Tulane is/was one of the very rare residences to survive Tulane Avenue’s “urban renewal” in the 1950s. 2732-34 Banks will be the third demo application within two months for this block.
