The damage estimate was actually revised DOWNWARD on this one, from 60.7% (on 12-31-06) to 26.69% (on 11-1-07 and today). Yet it was still listed as an IHT on both the 7-24-07 and 9-26-07 Imminent Health Threat lists, as well as on the latest city-targeted list.
I suspect the IHT designations on that list came from the 9-26-07 IHT list.
