If they do it before approval they should be stuck with the bill and an additional fine.

In chilly gentilly(Sorry for using your words Karen) there is no hcdrc protection. Those houses are out in the cold. Besides the fine for demolishing in an hcdrc district is less than 1000 dollars. In an hdlc local historic district the fine for an illegal demoltion can be many thousands of dollars.
